The School of Public Policy at the University of Calgary, in partnership with the Canadian Defence and Foreign Affairs Institute and the Centre for Military and Strategic Studies at the University of Calgary,is pleased to present the second symposium that will address the Jenkins Panel recommendations toward the goal of improving the effectiveness of defence procurement in Canada.

We are pleased to feature a keynote address from Vice-Admiral Mark Norman, Commander of the Royal Canadian Forces, who will provide an update on the Canadian naval shipbuilding programme. In this iteration, we will also define and identify what the Canadian military industrial base looks like, and will present an update on the status of key procurement projects.

The following are among the central questions to be explored:

  • What is the latest update on the Canadian shipbuilding programme?
  • What is the “military industrial base” in Canada? How can we define and measure it?
  • What evidence-based methods could we use to identify Key Industrial Capabilities?
  • What are the implications of a KIC strategy for defence policy and priorities for the Royal Canadian Navy?
